(12:12 a.m.) -- Officers responded to Breese Hall at the request of a hall staff member who found a man lying unconscious on the floor in the second floor bathroom. Officers spoke to the man who was passed out on the floor with “vomit everywhere,” according to the report. The man woke up and spoke to officers, telling them he had been drinking “Keystone, the cheap shit,” the report said. After speaking to officers, the man got up, showered with his clothes on and went to his room. Officers cited 18-year-old Oshkosh student Ryan Snell for underage drinking (1st offense).
(9:16 p.m.) -- Officers stopped a vehicle traveling down Elmwood Avenue without headlights on. The driver, 18-year-old Marian University student Margaret Nevins, had a strong odor of alcohol on her breath, and told police she wasn’t drinking, according to the report. Nevins then told officers she had a sip, then a whole beer, the report said. Officers could tell she hadn’t drank much, so they asked her to take a PBT test, and her blood alcohol level was .021 percent, according to the report. Nevins told officers she was picked to drive because she had drunk the least amount of alcohol in comparison to others she had been drinking with in Fletcher Hall. Officers cited her for underage drinking (1st offense), and warned her for not turning her headlights on and violating absolute sobriety. Officers made contact with the resident of the room Nevins and others had been drinking in and cited the resident and owner of the car Nevin was driving, 18-year-old Kelly Lokken for underage drinking (1st offense).
(10:43 p.m.) -- Officers responded to a request to check the welfare of a man who had been carried into Fletcher Hall. Officers arrived and were told the man had been carried into his room and placed in his bed by two other men, according to the report. Community advisers told officers they had tried to contact the residents, but no one would come to the door, the report said. When officers went to the room, they found the man unconscious and lying in vomit. The man, 19-year-old Oshkosh student Michael Desteffen, was transported to Mercy Medical Center on an incapacitation hold, and officers cited him for underage drinking.

(1:39 a.m.) -- Officers made contact with occupants of a running vehicle in Lot 34, and as the driver opened the door, officers noticed a “very strong odor of marijuana,” according to the police report. After interviewing everyone in the vehicle, officers determined one passenger, 19-year-old non-student Julie Kleman owned the marijuana. Kleman told officers she had purchased it in Wausau for $10, the report said. Officers cited Kleman for possession of marijuana and underage drinking (1st offense). The others in the vehicle, 19-year-old non-students Anna Spink, Kacey Hermening and Bailey Bussewitz, were all cited for underage drinking (1st offense) and warned for smoking marijuana.
(2:21 a.m.) -- Officers responded to South Scott Hall to conduct a welfare check on a man who was vomiting inside a bathroom. The man, 19-year-old Oshkosh student Randall Gulley, told officers he had been drinking in a room on the 10th floor, according to the report. Officers spoke to people in the room and 19-year-old Oshkosh student Matthew Campbell admitted to drinking and bringing a bottle of rum to the room, the report said. Officers cited Gulley and Campbell for underage drinking (1st offense).
(2:55 a.m.) -- While driving down High Avenue, officers noticed a vehicle traveling the wrong way down the one-way street. Officers stopped the driver, 21-year-old non-student Abby Koniezca, and noticed she had red glassy eyes and smelled of alcohol, the report said. Koniezca failed field sobriety tests and was arrested for operating while intoxicated. While running her information through the Wisconsin Department of Transportation database, officers also discovered she had a suspended license. Officers cited Koniezca for operating while intoxicated, operating with a prohibited alcohol concentration and operating while suspended. Two intoxicated 21-year-old male passengers were also identified and released without citations, the report said.

(11:54 p.m.) -- Officers observed a man staggering in a hallway in Taylor Hall. The man was bleeding from several small cuts to his face and appeared highly intoxicated, the report said. The man, 20-year-old non-student Tyler Kampo, admitted to drinking and told officers he had fallen while walking back from a house party. Kampo told officers he didn’t want medical attention for his cuts, the report said. Officers cited him for underage drinking (1st offense) and released him to a sober friend.
